What is Certified Mail?
Certified Mail refers to a special mail service in which the post office guarantees that certain documents have been delivered. It is used as evidence to prove that written documents have been delivered and received.
For instance, requests for contract cancellations should be made in written form related to door-to-door sales, direct selling, telemarketing and installment transactions. This is to prevent mail losses when using regular mail services or to prevent mail from being sent back due to receivers denying receipt of mail or refusing to accept mail.
When to use Certified Mail?
When requesting contract cancellation within the cancellation period (14 days) after purchasing or agreeing to purchase membership cards, language study materials, study books and monthly magazines through direct selling
When requesting contract cancellation within the cancellation period (14 days) after purchasing or agreeing to purchase certification exam study guides, dietary supplements, children’s study materials and home appliances through door-to-door sales
When requesting contract cancellation within the cancellation period (7 days) after purchasing goods or services through online shopping mall, TV home shopping or telemarketing
When requesting contract cancellation within the cancellation period (7 days) after purchasing goods through installment transaction (except for installment agreements signed for the purpose of commercial practices)
When exercising the right to refute toward a seller and credit provider for the following reasons after purchasing goods through installment transaction If installment agreements are nullified, cancelled or terminated
  • If products aren’t delivered on the promised date
  • If sellers fail to shoulder liability for defects
  • If sellers fails to perform contractual obligations
  • If requiring declaration of intention in written form and its documentary evidence
When requesting suspension or cancellation of subscriptions for periodical publications, sports center memberships and skin care services

Contract cancellations can be made on the date of receiving the contract or on the date of receiving the product (if contract was not received); or from the date of having knowledge on the address if address is not included on the agreement not provided or if the seller’s address is unknown due to change in the previous address.

Certified Documents can be completed by referring to the “Certified Mail Delivery Format.” Three copies should be made and mailed from the post office.

Delivery Method

One copy of the Certified Documents should be sent to the business operator, one copy to the addresser and have been charged by a telecommunications company or if payment was made through the payment gateway, Certified Documents should be sent to the credit card issuer, telecommunications company or payment gateway company.

Effective Date

In accordance with the Civil Act, the effective date is the date of arrival. However, if requesting contract cancellation related to telemarketing, door-to-door sales and installment transactions, the effective date is the date of delivery.

Certified mails are kept at the post office for three years. During this period, if receipt of special mails and social security number is provided to the post office
